CANDIDATES' THE COMMON INTEREST IN ACTION SCORE
The Common Interest in
Action Score reflects the percentage of Common Interest in Action
positions that a candidate supports. The Common Interest in Action
takes positions when there is a consensus of two-thirds or more on a given
proposal among the more than 100 members randomly assigned to review our
policy brief for that issue.The Past Score reflects issues on
which we took positions that have already been voted on by both the House
and the Senate. The Future Score reflects positions that we have
taken that have not yet come before both the House and the Senate for
votes. The Past Score for incumbents is based on their actual
votes. The Future Score for incumbents, as well as the Past
and Future Scores for challengers, are based on candidates' answers
to our questionnaire.

Senator Goedde has been receptive to our views and
expressed appreciation for our work. He has come to Common Interest
events in Coeur d’Alene. |
| Statement by Candidate about Why Running: |
| |
I have always been an advocate of transportation improvement and
education. When I was serving as Chairman of the Coeur d Alene Chamber
and after, I was a regular in Boise working on how to better
US95. I was a founding member of the Idaho Highway Coalition during
that timeframe. I support the leveraging available through GARVEE
bonding for highway improvements. Education is another topic of
interest; it accounts almost 70% of the state budget and is
responsible for the growth and profitability of our young people.
Education is our best economic stimulation tool as we attempt to
afford our communities better paying jobs and the chance to keep
the next generation in their hometowns. Through collaboration with
School Boards, administrators, and teachers, we can make significant
progress toward making Idaho students more able to compete on an
international level. |

Common Interest employs a unique concept to measure community response
for state issues. I picture the Common Interest as being more centrist
in its position while avoiding the far left and far right and its
members are well studied on the issues of their interest. |
| Candidate Bio: |
| |
I have lived my entire life in the Northwest, mostly in Coeur
d Alene where I have lived and worked since 1973. I am the president
of Panhandle Insurance Agency, Inc. and have been involved in the
Coeur d Alene Chamber of Commerce (chairman), the Coeur d Alene
School District(trustee), the Coeur d Alene Insurance Agents Association
(president), Scouting, and Junior Miss and served as president of
the North Idaho Chamber of Commerce, Idaho Jaycee International
Senate and the Independent Insurance Agents of Idaho. I have served
on the boards of Kootenai Perspectives, the Wishing Star Foundation,
Kootenai Charities, and the Inland Pacific Hub Committee. I have
served District 4 in the Idaho Senate for 8 years and currently
chair the Senate Education Committee, cochair the Economic Outlook
and Revenue Assessment Committee, and am Vice Chair of the Education
Committee for the National Conference of State Legislatures. I am
engaged to be married and have one son, Brian.

I think special interest groups are overrated as far as their
influence in the legislative environment. I look to lobbyists for
information on the subject where they have an iexperience. Some
support me in election campaigns and some do not. I vote in a manner
to best serve my constituents; lobbyists who have supported me financially
sometimes are on the wrong side of an issue and they mostly understand
when that happens. Parisian politics in Idaho are strange; in both
the Democrat and Republican caucuses, there are members that would
fit as well in the other party. I use the Republican Party platform
as a guideline but I don't adhere to it line by line. The Republican
philosophy best fits my position in the political spectrum.
